This paper analyses the importance of commercial signs in contemporary cities, and explores the theoretical concepts that might be helpful in understanding the operation of commercial signage controls in historic places. The focus is on issues that cluster around theories of consumer culture, as well as on the practices of city centre management, city marketing and urban tourism. The discussion is predominantly concerned with commercial city centres because these are places where different functions and meanings coexist. They are often places where different commercial and non-commercial interests have to be managed or reconciled. City centres are also public areas where human experience is given meaning and valorised through signs, symbols and patterns of behaviour, which result from a combination of physical and symbolic factors of the built environment. In many cases, the commercial city centre coincides with the historic core of a city, and the challenge of the local authority is to combine all functions with the preservation of historic buildings and places. At the end, this paper discusses how forms of aesthetic control over commercial signage can be applied to preserve local identity and stimulate commercial and touristic activities simultaneously.

Anatomy of a successful high street shopping centre

High street shopping centres are at the core of cities. The continuing design challenge is to adapt a built environment inheritance to meet the present commercial needs of retailers, maximize the potential of the physical environment and address the social amenities that are expected from a city/town centre public realm. This paper addresses the question of what makes a successful high street shopping centre and seeks to understand the relationship between property values, location, physical characteristics, diversity of retailing and use, and social vitality in two successful city centre retailing environments. The research also demonstrates the blurring between commercial and public space, and supports Carmona’s argument that successful social space also creates economic value.

Measuring place identity in public open spaces

There is a growing body of evidence that indicates that for creating civic consciousness and sustaining urban identity and memory people need civic interaction and social reconciliation, which are promoted by public open spaces. However, in an era of globalisation, public open spaces are mostly discussed in relation to privatisation, disappearance, obsolescence and loss of place identity, leading to urban decay problems in many city centres. The aim of this study is to propose a research method for monitoring changes in place identity in public open spaces to set the right objectives and policies in the design process of these spaces for keeping them alive and for sustaining public life. In this context, a case study was conducted in Bursa’s Republic Square in Turkey, using different interpretive historical, quantitative and qualitative strategies. The main findings of the case study are that there has been a gradual decline in sense of place in recent years, although the architectural and artistic elements of the area and the name of the place are still effective in defining the identity of the area.

Public squares in European city centres

The article concentrates on emerging relationships between physical characteristics of urban open spaces and their uses. It draws on a combination of behaviour mapping and geographic information system (GIS) techniques - as applied to urban squares and parks in two European cities, Edinburgh (UK) and Ljubljana (Slovenia) - to reveal common patterns of behaviour that appear to be correlated with particular layouts and details. It shows actual dimensions of effective environments for one use or more of them and shows how design guidance can be arrived at, based on the particulars of the case study sites and cities. In addition, the value of this article is in exploring GIS, a tool that is currently irreplaceable in spatial analysis and planning processes for urban areas, as a detailed analytical and visualisation tool that helps to describe inner structure of places revealed by behaviour patterns.

Overcoming division in Nicosia's public space

This paper aims to produce new insights into the complex relationship between the spatial and social dimensions of ethnic segregation in the public space of the walled city of Nicosia. The ethnic demographic of Cyprus is subject to a changing population dynamic by net in-migration, from both the EU and Third World countries, which is mainly found in the city centres. The mechanisms involved in the ways Cypriots and ethnic minorities use the public space of the city centre and the interface (or lack of it) between them lies at the heart of this paper. Building on existing research, the study focuses on a ring of public spaces which, despite their small size and the absence of any clearly defined boundaries, form a physically continuous spatial entity that is distinctly divided among different users. An attempt to account for the observed phenomenon is facilitated by the discussion of a number of relevant topics such as: the city centre as an edge condition; the entrance of users into the space through injection versus infiltration; the relationship between history and spatial adjacency; and the emergence of social phenomena from the attempts of individuals to 'make-do'.

Urban identity and tourism: different looks, one single place

‘Urban identity’ is high on the policy agenda and pervades the discourse of the planning community on the value of historical city centres. Unfortunately, there seems to be, until today, no proposal in scholarly literature of any unified conceptual framework or any tools to make identity operational. ‘Tourism’ takes advantage of this process, by seeking the qualities of the place, its authenticity and its perceived uniqueness that is grounded on the physical features as well as on the presence of local communities – their way of living and investing in the place. The interdependence between identity as perceived by tourists (external observer) and the identity of the residents rooted in the relationship with the place (in-group) are key to addressing the identity of historic urban areas. These issues are addressed in the context of the growing attractiveness of Lisbon, Portugal, using a historic neighbourhood as a case study. The findings, which are on a set of interviews with different groups of users, showed the points of convergence and divergence between the different groups’ views of the neighbourhood’s identity. This actor-oriented approach is pivotal to understanding the process and to produce knowledge for informed action.

Disruption, yet community reconstitution: subverting the privatization of Latin American plazas

Latin American scholars have recently discussed the privatization of urban public space. A fundamental aspect of this process is the disintegration of communities because it often targets and affects a peculiarly Latin American kind of public space: the plaza. Plazas have traditionally functioned as cultural centres in Latin American cites. They are central meeting points for political groups, sites of civic expression and public resistance, as well as places to purchase relatively cheap goods and services. Plazas are, therefore, sites in which families, neighbours, and political organizations mingle, interact, and also challenge authority. This paper uses these sorts of insights on public space in Latin America to develop a conceptualization of the plaza as a community centre. However, the multiple practices and interactions that occur in these forms of public space have been disrupted by state-led strategies which seek to privatize and sanitize public space, thereby disrupting—or even destroying—the community centre. I use primary materials on Mexico City's Historic centre and its plaza to explore the ways in which this specific type of urban public space has been affected physically and symbolically by a regeneration scheme known as the Programa de Rescate.

Rhythms of the night: Spatiotemporal inequalities in the nighttime economy

The authors seek to extend the literature on inequalities and exclusion in the nighttime economy through a rhythmic analysis of visitor presence in public space in nightlife districts in the city centres of the Dutch cities of Groningen, Utrecht, and Rotterdam. Substantial inequalities in visitor presence, based on race/ethnicity and gender, are demonstrated. In the cities considered, racial/ethnic inequalities vary more in spatial terms, and gender inequalities fluctuate more heavily over the course of the night. Overall, however, the findings support the argument that exclusion from the nighttime economy needs to be understood in temporal—ecological terms. Multiple drivers, or pacemakers, of rhythmic inequalities rooted in race/ethnicity and gender are identified, including opening hours and revellers' collective habits. For advocates of greater diversity among nighttime-economy participants, the analysis suggests that neither a more varied supply of nightlife premises, nor more surveillance and policing, are straightforward solutions: a strong orientation of premises toward university students and urban professionals may promote gender-based inclusion, but deters nonwhite revellers, and more police on the street may empower women to move through a nightlife district unaccompanied yet reduce the inclination to do so among racial/ethnic minorities.

Softly smart: experiencing place identity

A recent approach to place development is to construct integrated systems for managing cultural and identity resources so that they can be enjoyed through ‘experiential itineraries’. These itineraries are designed on the basis of a survey of existing heritage, with a view to support creative industries or to help develop new ones. Visitor experience of a place can be further enhanced and virtualised using smart technologies. The aim of this paper is to illustrate the studies on experiential itineraries. The studies are rooted in the disciplines of psychology and economy, and, more recently, in disciplines that study places. The author proposes an analysis and design software tool for identification and enhancement of cultural and identity resources. The tool is a dynamic and interactive platform for complex and sensitive management of qualitative data of a place. It is conceived as a single platform with different entry points, both private and public, for local authorities, professionals and citizens. The paper concludes with a brief presentation of case studies carried out in the historical centres of Palestrina and Gaeta in Italy, both characterised by low-impact tourism. The main objective of these studies was to achieve smart experiential knowledge of a place allowing sustainable enjoyment of its resources.

Urban public space patterns: human distribution and the design of sustainable city centres with reference to Nairobi CBD

The way urban solids relate to urban voids, the spatial relations of urban space itself and all other characteristics that define urban space are paramount in determining human distribution in any given community. This determines social relations that in turn reproduce spatial relations. This kind of process determines what sort of community and hence environment that is eventually generated. It is the intention of this paper to establish urban variables and hence urban patterns that promote human distribution, which in turn creates a sustainable community. A further intention is to establish a language that could be used to generate policies and design rules for such communities.

Pavement cafes as the activity zone in the social life of neighborhood centres

This paper reports the findings from a research project that examines the relationship between urban design and the physical environment, and aspects of social and communal life in suburbs. Australian suburbs are perceived to be lacking in vitality and sociability. To address this, three suburban commercial streets were selected for investigation. Through documents and maps of the residents’ activities and behaviour, this study aims to identify the popular zones of activity and investigate the physical characteristics that encourage a sociable atmosphere in activity zones. The observation of activities in the three streets has been registered in tables relative to the date and time of occurrence. According to the behavioural mappings, the zones of activity are mostly shaped around pavement cafes and popular everyday food stores. Since more than half the activities have been observed to be initiated from the pavement cafes, this paper will investigate how the physical qualities of commercial streets such as the width of the pavements, personalization, soft edges and greenery have contributed to the pavement café culture in the selected neighbourhood centres.

Dead Malls: Suburban Activism, Local Spaces, Global Logistics

An entire category of urban space, albeit hardly recognized as such, is disappearing across North America. As retail logistics globalizes and big-box power centres replace enclosed shopping malls from the postwar era, a distinct form of social infrastructure vanishes as well. ‘Dead malls’ are now a staple of North American (sub)urban landscapes, and have provoked local activism in many places. But despite popular concern for the demise of mall space, critical urban scholarship has largely sidelined the phenomenon. Much of the disjuncture between popular outcry and academic silence relates to conceptions of ‘public’ space, and specifically the gap between formal ownership and everyday spatial practice. Spatial practice often exceeds the conceptions of designers and managers, transforming malls into community space. This is particularly true in declining inner suburbs, where poor and racialized communities depend more heavily on malls for social reproduction as well as recreation and consumption. In this article we investigate the revolution in logistics that has provoked the phenomenon of ‘dead malls’ and the creative activism emerging that aims to protect mall space as ‘community space’. Taking the case of the Morningside Mall in an old suburb of Toronto, we investigate the informal claims made on mall space through everyday spatial practice and the explicit claims for community space that arise when that space is threatened. We argue that many malls have effectively become community space, and activism to prevent its loss can be understood as a form of anti-globalization practice, even if it never employs that language.

Public funding and urban governance in contemporary Romania: the resurgence of state-led urban development in an era of crisis

In the wake of the global recession, publicly funded urban development projects have reshaped Romania’s cities while transforming local governance practices. This study examines an emergent form of urban governance that is driven by the pursuit of EU and government funding and centres on large-scale spatial restructuring. During a time of severe economic decline, this form of local governance has brought about uneven development through a dramatic increase in redundant public works and urban beautification projects that serve neither the public need nor the EU’s development agenda. Seized by political patronage networks through selective and discretionary allocations of EU and public funds, public works projects have become vehicles for the extraction of public funds.

Imagining the ideal city, planning the gender-equal city in Umeå, Sweden

Focusing on imaginaries of the ideal city is an important method to illustrate the power of ideas, imagination, representations, and even visions, and how these dimensions influence the way in which cities are organized and lived. In this article, we argue that one current and important city imaginary in a Swedish context is the gender-equal city. In this imaginary, the gender-equal city becomes a symbol for the open, tolerant, bustling, safe city, a city aiming to attract the middle and creative classes. However, at the same time, the imaginary of the ideal, gender-equal city is highly ambiguous. The ambiguity will be discussed throughout the article. Based on present planning projects in the city of Umea in Sweden, we will discuss how the imaginary of the gender-equal city is presented, filled with meaning and used in place marketing, with the overall ambition of discussing the possibilities and pitfalls of what we call the gender-equality planning strategy. The aim of the article is to study how the city of Umeå is acting to create a gender-equal city and what kind of imaginaries these practices build on. The material consists primarily of a case study focusing on projects that aim to create an equal city, and also includes analyses of policy documents and media reports. This study illustrates how imaginaries are produced through local projects and different imaginaries provide different spaces for politicizing gendered power relations.

Inside the empire: Ethnography of a global citadel in New York

For Friedmann and Wolff, the citadel's physical form—physically defended enclaves in the global city—shapes relations between citadels and outsiders. Subsequent work claims that the designs of citadels produce simulated community life, exclude the city and sanitise public spaces. However, such claims have been based on relatively brief observations. This ethnography assesses the impact of design by examining the quintessential citadel of Battery Park City, in New York City, while the community mobilised against plans for a highway tunnel bordering their community during redevelopment of the neighbouring World Trade Center site. Community life is robust. However, the influence of the physical design is borne out in previously unrecognised ways: residents are identified as a crucial new constituency promoting exclusivity in the global city.

Excavating the hidden city of social reproduction: A commentary

The notion of a hidden city of social reproduction, suggests that the uneven relations and material practices of social reproduction are respectively hidden and targeted by a neo-liberal urban agenda. A discussion of the public-private Grand Central Partnership in New York City, reveals some of the ways that this agenda is pursued through preservation, and addresses how particular social actors and their activities are removed from view in the interests of ensuring "orderly," "clean," and "safe" public space.

Remapping the edge: Informality and legality in the Harrison Road Night Market, Baguio City, Philippines

Since the 1970s, in the Philippines, increasing rural to urban migration and a lack of income-generating employment have led to new forms of livelihood characterized by complex intersections of formal/informal and legal/illegal work and public space use. This paper uses Baguio City’s new Harrison Road Night Market to argue that both street vendors and city officials are complicit in reconfiguring informality and legality as urban organizing logics—unmapping and remapping urban public space and livelihoods to their mutual advantages—increased rental income for the city and viable jobs for vendors. To this end, street vendors use everyday and insurgent public space activism to secure their right to street-based work. Simultaneously, the municipal government, variably tolerates, regularizes, or penalizes street trade as it gauges its potential to enrich city coffers. Such political-economic manoeuvering by both parties, moreover, also reveals insights about the intersection of different forms of power—that between vendors and the city, between vendor associations, and among vendors themselves. By successfully securing government permission to establish a “legal” used clothing night street market on Harrison Road, a main city artery, Baguio City’s previously marginalized street vendors visibly assert their legitimacy and rights to livelihood in arenas of power from which they have been largely excluded.

Europe's City Beaches as Post-Fordist Placemaking

City beaches are produced by spreading sand, deckchairs and umbrellas onto industrial brownfields, parking lots, rights-of-way or other under-utilized open spaces. Where major reinvestment projects are lacking, these informal developments offer great amenity. This approach to placemaking is post-Fordist. It is highly flexible, even mobile. It involves complex, temporary networks of people and resources. It focuses on ‘soft’ content—services, programmes, themes, atmosphere—rather than inflexible built form. This enables rapid innovation. Through four case studies, the paper explores the roles and relationships among diverse actors—city mayors, entrepreneurs, property developers, grass-roots organizations, think-tanks and planners—in the production of city beaches, and identifies what new policies, tools and management approaches they require.
