High density neighborhoods: Who enjoys them?

To date, research into the subjective aspects of high density has focused mainly on the negative consequences of overcrowding. This study, in contrast, outlines some of the positive aspects of high density in neighborhoods, exploring the physical-spatial environment of two neighborhoods in the city of Haifa, Israel. It was found that while the relatively high residential density was similar in both neighborhoods (40 housing units per acre), this was more positively evaluated in one neighborhood as compared to the other. This can be attributed to some specific environmental and planning features. In particular, where physical planning enabled the potential advantages of high density to be realized, this was positively perceived and evaluated by local residents. Such advantages mainly comprised accessibility to a variety of services, more frequent public transportation, and access to open spaces within walking distance. Particularly advantageous were the increased opportunities for social gathering. At the same time, however, high density did not foster social relationships at the neighborhood level. The study further identified the gender and age groups that benefited most from the high density. Thus, women evaluated high density more positively than men. Young families with children and senior citizens (over 65) were also more likely to benefit, and to evaluate the high density environment more positively than other social groups.

The existing literature on the social, personal, and health consequences of high density housing is unclear regarding the significance that can be attached to the physical features of housing. The present study, which is based on interview information collected in Hong Kong, is able to control for deprivations and stresses related to "poor housing," and it is also able to distinguish superficial from more severe measures of personal strain. High densities are seen to have very little effect on individuals and families, although there is a suggestion that congestion is a potentially significant stress.

City-wide relationships between green spaces, urban land use and topography

The growing proportion of human populations living in urban areas, and consequent trends of increasing urban expansion and densification fuel a need to understand how urban form and land use affect environmental quality, including the availability of urban green spaces. Here we use Sheffield as a case study of city-wide relationships between urban green space extent, quality (vegetation cover and tree-cover), and gradients in urban form and topography. The total area of buildings and length of the road network are equally strong negative predictors of extent of green space, while the former predictor is amore important negative influence upon green space quality. Elevation positively influences extent of green space but negatively influences tree-cover. In contrast, slope of terrain positively influences green space quality and is the best predictor of tree-cover. Overall housing density is a more important negative predictor of extent of green space and tree-cover than the densities of individual housing types. Nevertheless, the latter are more important influences upon levels of vegetation cover. Threshold effects of densities of different housing types suggest opportunities for optimising green space quality, with implications for housing policy. Variation in ecological quality of green space may partly reflect different historical intensities of industrial activity.

Using universal kriging to improve neighborhood physical disorder measurement

Ordinary kriging, a spatial interpolation technique, is commonly used in social sciences to estimate neighborhood attributes such as physical disorder. Universal kriging, developed and used in physical sciences, extends ordinary kriging by supplementing the spatial model with additional covariates. We measured physical disorder on 1,826 sampled block faces across four U.S. cities (New York, Philadelphia, Detroit, and San Jose) using Google Street View imagery. We then compared leave-one-out cross-validation accuracy between universal and ordinary kriging and used random subsamples of our observed data to explore whether universal kriging could provide equal measurement accuracy with less spatially dense samples. Universal kriging did not always improve accuracy. However, a measure of housing vacancy did improve estimation accuracy in Philadelphia and Detroit (7.9 percent and 6.8 percent lower root mean square error, respectively) and allowed for equivalent estimation accuracy with half the sampled points in Philadelphia. Universal kriging may improve neighborhood measurement.

Suburban neighbourhood design: Associations with fear of crime versus perceived crime risk

Strategies that reduce fear of crime may contribute to improved health outcomes; however interventions require a better understanding of the neighbourhood correlates of both emotional responses to crime (i.e., fear of crime) and cognitive assessments of crime (i.e., perceived crime risk). This study explored the association between objective measures of suburban design and two safety outcomes: perceived crime risk and fear of crime, for participants who lived in new suburban housing developments in Perth, Western Australia. The characteristics of a walkable neighbourhood, particularly retail land, were associated with less fear of crime, but greater perceived crime risk. One interpretation is that ‘strangers’, attracted to the neighbourhood by diverse land-uses, might influence the emotional and cognitive as- pects of ‘fear of crime’ differently. Researchers interested in the impact of the built environment on ‘fear of crime’, and any subsequent influence of these perceptions on health, should be mindful that the environment appears to impact these constructs differently.

The defensible space theory for creating safe urban neighborhoods: Perceptions and design implications in the United States and South Korea

Safety from crime in multifamily housing environments, where residents usually share hallways, common outdoor facilities, and parking spaces, has been a subject of research for decades. Strategies and tactics employed to enhance the safety of these environments may differ depending on residents' characteristics. This study explored residents' perceived and actual safety in multifamily environments in the United States and South Korea, as well as significant environmental variables. Using Newman's defensible space theory as the primary theoretical framework, we focused on how perceived safety in public and semipublic spaces relates to overall perceptions of safety in residential environments. We also examined crime experience in these environments and verified significant demographic and socioeconomic variables associated with residents' perceptions of safety. Data were collected from site visits and questionnaires administered to residents living in multifamily environments. The level of residents' safety perceptions differed between the two groups of residents. However, both groups exhibited strong correlations between perceived safety from crime in their communities and perceived safety in public spaces, such as recreational areas and parking lots, and semipublic spaces, such as building entrances and the vicinity. These findings underscore strong relationships among residents' perceptions of safety in different outdoor spaces, which the defensible space theory also supports. Based on these findings, we suggest ideas to improve residents' actual safety and perceptions of safety from crime.

Physical upkeep, perceived upkeep, fear of crime and neighborhood satisfaction

Residents in a neighborhood view physical disorders as a potential incubator for negative incidents. Even though the disorders may not directly bring serious crime to the neighborhood, the poor physical conditions may affect residents in other ways, including increases in perceived physical disorder and fear of crime and decreases in neighborhood satisfaction. Focusing on the effects of physical disorder, this study examined the underlying associations between the actual upkeep, perceived upkeep, and neighborhood satisfaction using a structural equation model. The findings confirmed interrelationships be- tween factors; confirmed that as some categories of actual upkeep improved, perceived upkeep and neighborhood satisfaction improved; confirmed that as perceived upkeep improved, perceived safety from crime and neighborhood satisfaction improved; and confirmed that as perceived safety from crime improved, neighborhood satisfaction improved. The structural equation model showed that actual physical upkeep factors each had indirect effects on perceived upkeep, safety from crime, and neighborhood satisfaction.

Designing a liveable compact city: Physical forms of city and social life in urban neighbourhoods

This paper reports findings from recent research examining the relationship between urban design and layout and aspects of social and communal life in urban neighbourhoods. To address this, six UK neighbourhoods of varying densities and layouts were selected for detailed investigation. Data on social interactions, social activities and social networks along with perceptions of the built and social environment of the neighbourhoods were collected through observations, questionnaire surveys and secondary data sources. Neighbourhood design and layout were analysed using spatial network and visibility graph analysis methods. Correlation and multiple regression tests were conducted to test the claimed associations. Findings indicate differences between socializing patterns and structure of social networks in high- and low-density areas. Low-density areas were associated with widely spread social networks and activities with very few strong relationships. In high-density neighbourhoods, respondents had small networks but stronger ties were found. Detailed investigation shows that much of this can be attributed to, among other physical factors: the location of public spaces, visibility from and to these spaces, visual links between neighbourhoods', typology and physical form of development rather than density alone. This indicates that some of the negative social impacts found within high-density urban development might be rectified with better design of neighbourhoods. It is clear that to deliver sustainable development, the 'compact city' will have to be designed with specific spatial and built environment characteristics.

Defensible space: Crime prevention through urban design

Defensible space is a model for residential environments which inhibits crime by creating the physical expression of a social fabric that defends itself. All the different elements which combine to make a defensible space have a common goal—an environment in which latent territoriality and sense of community in the inhabitants can be translated into responsibility for ensuring a safe, productive, and well-maintained living space. The potential criminal perceives such a space as controlled by its residents, leaving him an intruder easily recognized and dealt with. On the one hand this is target hardening—the traditional aim of security design as provided by locksmiths. But it must also be seen in another light. In middle-class neighborhoods, the responsibility for maintaining security has largely been relegated to the police. Upper-income neighborhoods—particularly those including high-rise apartment buildings—have supplemented police with doormen, a luxury not possible in other neighborhoods. There is serious self-deception in this posture. When people begin to protect themselves as individuals and not as a community, the battle against crime is effectively lost. The indifferent crowd witnessing a violent crime is by now an American cliché. The move of middle- and upper-class population into protective high-rises and other structures of isolation—as well guarded and as carefully differentiated from the surrounding human landscape as a military post—is just as clearly a retreat into indifference. The form of buildings and their arrangement can either discourage or encourage people to take an active part in policing while they go about their daily business. “Policing” is not intended to evoke a paranoid vision but refers to the oldest concept in the Western political tradition: the responsibility of each citizen to ensure the functioning of the polis. “Defensible space” is a surrogate term for the range of mechanisms—real and symbolic barriers, strongly defined areas of influence, and improved opportunities for surveillance—that combine to bring an environment under the control of its residents. A defensible space is a living residential environment which can be employed by inhabitants for the enhancement of their lives, while providing security for their families, neighbors, and friends. The public areas of a multi-family residential environment devoid of defensible space can make the act of going from street to apartment equivalent to running the gauntlet. The fear and uncertainty generated by living in such an environment can slowly eat away and eventually destroy the security and sanctity of the apartment unit itself. On the other hand, by grouping dwelling units to reinforce associations of mutual benefit; by delineating paths of movement; by defining areas of activity for particular users through their juxtaposition with internal living areas; and by providing for natural opportunities for visual surveillance, architects can create a clear understanding of the function of a space, and who its users are and ought to be. This, in turn, can lead residents of all income levels to adopt extremely potent territorial attitudes and policing measures, which act as strong deterrents to potential criminals.

Where Does Community Grow?

This study examines how the availability of nature influences the use of outdoor public spaces in two Chicago public housing developments. Ninety-six observations were collected of the presence and location of trees and the presence and location of youth and adults in semiprivate spaces at one high-rise and one low-rise public housing development. Results consistently indicated that natural landscaping encourages greater use of outdoor areas by residents. Spaces with trees attracted larger groups of people, as well as more mixed groups of youth and adults, than did spaces devoid of nature. In addition, more dense groupings of trees and trees that are located close to public housing buildings attracted larger groups of people. These findings suggest that natural elements such as trees promote increased opportunities for social interactions, monitoring of outdoor areas, and supervision of children in impoverished urban neighborhoods.

Disparities in Urban Neighborhood Conditions: Evidence from GIS measures and field Observation in NYC

Although many low-income urban areas are highly walkable by conventional measures such as population density or land use mix, chronic diseases related to lack of physical activity are more common among residents of these areas. Disparities in neighborhood conditions may make poor areas less attractive environments for walking, offsetting the advantages of density and land use mix. This study compared poor and nonpoor neighborhoods in New York City, using geographic information systems measures constructed from public data for US census tracts within New York City (N = 2,172) as well as field observation of a matched-pair sample of 76 block faces on commercial streets in poor and nonpoor neighborhoods. Poor census tracts had significantly fewer street trees, landmarked buildings, clean streets, and sidewalk cafes, and higher rates of felony complaints, narcotics arrests, and vehicular crashes. The field observation showed similar results. Improving aesthetic and safety conditions in poor neighborhoods may help reduce disparities in physical activity among urban residents.

Social Life Under Cover: Tree Canopy and Social Capital in Baltimore, Maryland

To what extent does the density of the tree cover in a city relate to the amount of social capital among neighbors? To address this question, we linked social survey data (N = 361) from the Baltimore Ecosystem Study with socioeconomic, urban form, and green space data at the census block group level using a geographic information system. We found a systematically positive relationship between the density of urban tree canopy at the neighborhood block group level and the amount of social capital at the individual level (r = .241, p < .01). Multiple regression analyses showed that tree canopy added a 22.72% increase in explanatory power to the model for social capital. This research adds a new variable—neighborhood tree canopy—to the typologies of green space that affect human social connection. Trees are a relatively inexpensive and easy intervention to enhance the strength of social ties among neighbors.

Inactive by design? Neighborhood design and political participation

Critics have long denounced the design of suburban communities for fostering political apathy. We disaggregate the concept of suburban design into four distinct attributes of neighborhoods. We then use tract-level Census data, the Social Capital Community Benchmark Survey, and multilevel models to measure the relationship between these design features and political participation. Certain design aspects common in suburban neighborhoods are powerful predictors of reduced political activity, illustrating a potential link between neighborhood design and politics. Yet low-density environments appear to facilitate some types of participation. Suburban designs vary, and so do their likely impacts on political participation.

Meeting and greeting: Activities in public outdoor spaces outside high-density urban residential communities

This paper examines the opportunities for social activities in public outdoor spaces associated with high-density residential living. This study surveyed activities in outdoor spaces outside three high-density residential communities in Brisbane. Results indicated that activity patterns in public outdoor space outside residential communities are different to general urban public outdoor space. This broadly, but not fully, supports current theories concerning activities in public space. That is some environmental factors have impacts on the level of social interaction. The relationship between outdoor space and a residential building may have a significant impact on the level of social activities. As a consequence, a new classification of activities in public space is suggested. In improving the level of social contact in public outdoor space outside a residential community, the challenge is how to encourage people to leave their comfortable homes and spend a short time in these public spaces. For residential buildings and public space to be treated as an integrated whole, the outdoor open spaces close to and surrounding these buildings must have a more welcoming design.

Moderating urban sprawl: is there a balance between shared open space and housing parcel size

This article addresses the tradeoff between the values households’ place on shared open space and parcel size, and the implications for housing development policy. Marginal implicit prices of shared open space and single-family housing parcel size are estimated using geographically weighted regression corrected for spatial autocorrela- tion. The marginal rate of substitution (MRS) of shared open space for lot size is calculated for individual households. Defining target areas based on site-specific MRSs could provide policy makers with more accurate information for designing or updating location-specific land use policies in efforts to moderate urban sprawl.

Modernism and the vernacular: Transformation of public spaces and social life in Singapore

Singapore is a multi-racial island nation. The three main ethnic groups are Chinese, Malays, and Indians in respective descending numbers. Prior to the extensive provision of public housing, they lived in either of two forms of housing: timber houses with roofs of "atap"—a form of palm leaves, corrugated zinc plates or asbestos sheets, or rows of shophouses of more permanent materials, such as brick and mortar, and later concrete. The shophouses were found almost exclusively in the central area, while the former was found in ubiquitous semi-rural Chinese villages "kampongs"—the Malay word for village—or urban squatter.

Use of Natural Environments by Urban Residents: The Effects of Natural Elements on Residents' Outdoor Behaviors

This study strives to determine ways to increase the use of outdoor spaces, particularly spaces that have an abundance of natural elements, in environmentally friendly housing developments. Empirical data were obtained by observing residents' behaviors (445 observations) and interviewing 61 residents in Kuemhwa Greenvill, a new housing project in Giheung Sanggal, South Korea. The outdoor natural environments were classified into four categories: reserved natural environment, built environment with a natural appearance, built environment as a green buffer, and built environment with natural elements. The survey revealed that, typically, the natural environments were utilized less than the non-natural environments. Because natural environments did not support various outdoor activities, only persons in certain limited age groups (adults and adults with children) and small groups of one or two people used them. In particular, children's play activities and social gatherings rarely occurred in the natural environments. Apart from physical, psychological, and social accessibility issues, the residents' preferences for the use of non-natural environments were related to their needs and the physical features of the environments.

From Courts to Open Space to Streets: Changes in the Site Design of U.S. Public Housing

Public housing in the U.S. has undergone significant changes in site design and building type over the course of its 60 year history. These changes fall into three distinct stages: (1) semi-enclosed courts formed by walk-up buildings; (2) expanses of open space in sites composed of row-house, walk-up, or elevator buildings; and most recently (3) private outdoor spaces and semi-enclosed or fully enclosed courts for row-house and other low-rise buildings. The relationship of buildings to streets also changed during these periods. The terms court, open space, and street suggest the design approach adopted in each stage. This paper describes these design changes, using public housing in Newark, N.J. as a case in point. The authors explore the accompanying shifts in ideas and values expressed in the professional literature that constituted one basis for adopting the new designs. The discourse of architects, planners, and policy makers reveals changing attitudes about: residents' physical well-being, the role of "nature" in relation to the "city" and the relationship between public housing developments and the surrounding neighborhoods. Now, as current attitudes necessarily frame today's evaluation of the past and shape present design choices, it is important to understand both the ideas that led to past design preferences and those that guide contemporary ones.

Resident appropriation of defensible space in public housing: Implications for safety and community

Defensible space (DS) theory proposes that the built environment can promote neighborhood safety and community by encouraging residents’ appropriation of near-home space. This article examined the relationship between three differ- ent forms of resident appropriation and residents’ experiences of neighborhood safety and community. Results from a survey of 91 public housing residents living in moderately defensible spaces suggested that residents who defended near-home space through territorial appropriation experienced the neighborhood as a safer, more cohesive community than did residents who did not appropriate space in this way. Residents who spent more time outside experienced the neighborhood as a safer place; however, casual social interaction in near-home space was not consistently related to outcomes. While no causal information is available from the correlational data presented here, this work takes an important step of providing empirical evidence of a systematic link between certain aspects of resident appropriation and positive outcomes. Implications for DS theory and for public housing policy are discussed.

Nature at the Doorstep: Residential Satisfaction and the Nearby Environment

The importance of the nearby natural environment was studied in the context of multiple-family housing. Residents at nine sites responded to a questionnaire about the kinds of natural areas near their home and the perceived adequacy of these facilities. While the nearby environment is often relegated to the category of "amenity," the findings suggest that the availability and adequacy of nearby natural elements is of far greater significance than such a characterization implies. Furthermore, different aspects of the natural environment need to be distinguished. Large open spaces, for example, played a minor role, at best, in residents' ratings of satisfaction with various aspects of the neighborhood. Opportunities to grow plants, by contrast, were significantly related to the sense of community. The most important factors in neighborhood satisfaction, however, were the availability of nearby trees, well-landscaped grounds, and places for taking walks. The data suggest that some of the psychological satisfactions traditionally associated with home ownership may be achieved even in the multiple-family housing context through the effective use of the natural environment.
