The results of this study indicate that manipulations of the pathway grid configuration and landmark placement in a setting cause changes in environmental knowledge. These experimental manipulations were accomplished using a realistic, dynamic simulation technique at the Berkeley Environmental Simulation Laboratory. Measures of environmental knowledge include: memory for incidental information along the simulated urban route, accuracy of route maps, relocation memory for scenes along the route, and questionnaire measures. Data are also presented showing both positive and negative effects of stress from noise on the processes of environmental cognition.

The social integration of a city depends on the extent to which people from different neighborhoods have the opportunity to interact with one another, but most prior work has not developed formal ways of conceptualizing and measuring this kind of connectedness. In this article, we develop original, network-based measures of what we call “structural connectedness” based on the everyday travel of people across neighborhoods. Our principal index captures the extent to which residents in each neighborhood of a city travel to all other neighborhoods in equal proportion. Our secondary index captures the extent to which travels within a city are concentrated in a handful of receiving neighborhoods. We illustrate the value of our indices for the 50 largest American cities based on hundreds of millions of geotagged tweets over 18 months. We uncover important features of major American cities, including the extent to which their connectedness depends on a few neighborhood hubs, and the fact that in several cities, contact between some neighborhoods is all but nonexistent. We also show that cities with greater population densities, more cosmopolitanism, and less racial segregation have higher levels of structural connectedness. Our indices can be applied to data at any spatial scale, and our measures pave the way for more powerful and precise analyses of structural connectedness and its effects across a broad array of social phenomena.

Urban regeneration programmes in the UK over the past 20 years have increasingly focused on attracting investors, middle-class shoppers and visitors by transforming places and creating new consumption spaces. Ensuring that places are safe and are seen to be safe has taken on greater salience as these flows of income are easily disrupted by changing perceptions of fear and the threat of crime. At the same time, new technologies and policing strategies and tactics have been adopted in a number of regeneration areas which seek to establish control over these new urban spaces. Policing space is increasingly about controlling human actions through design, surveillance technologies and codes of conduct and enforcement. Regeneration agencies and the police now work in partnerships to develop their strategies. At its most extreme, this can lead to the creation of zero-tolerance, or what Smith terms ‘revanchist’, measures aimed at particular
social groups in an effort to sanitise space in the interests of capital accumulation. This paper, drawing on an examination of regeneration practices and processes in one of the UK’s fastest growing urban areas, Reading in Berkshire, assesses policing strategies and tactics in the wake of a major regeneration programme. It documents and discusses the discourses of regeneration that have developed in the town and the ways in which new urban spaces have been secured. It
argues that, whilst security concerns have become embedded in institutional discourses and practices, the implementation of security measures has been mediated, in part, by the local socio-political relations in and through which they have been developed.

Jane Jacobs's The Death and Life of Great American Cities (1961) had an enormous influence on urban design theories and practices. This study aims to operationalize Jacobs's conditions for a vital urban life. These are (1) mixed use, (2) small blocks, (3) aged buildings, and (4) a sufficient concentration of buildings. Jacobs suggested that a vital urban life could be sustained by an urban realm that promotes pedestrian activity for various purposes at various times. Employing multilevel binomial models, we empirically verified that Jacobs's conditions for urban diversity play a significant role with regard to pedestrian activity.

Urban designers and their design process remain largely outside the literature on public space. Either designers are cast as simple tools of capitalist social relations, producing exclusionary public spaces, or they figure as entrepreneurs that complement economic renewal schemes through beautification measures that bring business and jobs to the city. This paper analyzes both of these arguments, through an ethnographic analysis of the urban design process behind the redevelopment of a public square in Syracuse, NY. I argue that aesthetic considerations most often derive from economic and political pressures, pressures that draw upon the social contexts of urban designers within an international division of labor and their relationship to class struggle. Because public space serves such an important role in political and social life, its status as a product of urban design should therefore act as a crucial component in any discussion of rights to the city.

Privatized public space reflects a current moment in the ongoing negotiation of the relationship between the state and the market that is a central concern of liberalism. The configuration of this relationship has consequences for the nature of citizenship and democracy in theory and practice. Emblematic of a shift to the privatization of urban public space, California Plaza provides a case by which to examine the multiscalar interests and machinations of the neoliberal state in practice. Exploring the meanings of public and private that are produced by a corporate plaza enables an assessment of how privatized public space helps constitute contemporary citizenship. Institutional and legal frameworks serve as a foundation for the relative publicness of the corporate plaza. Techniques of exclusion and control through design features and security measures exclude errant bodies and regulate the seamlessness of the desired public. At the same time, counter practices indicate the emergence of spaces and subjects that destabilize presumed notions of public and private.

Although a number of environmental and policy interventions to pro- mote physical activity are being widely used, there is sparse systematic information on the most effective approaches to guide population-wide interventions. Methods: We reviewed studies that addressed the following environmental and policy strat- egies to promote physical activity: community-scale urban design and land use policies and practices to increase physical activity; street-scale urban design and land use policies to increase physical activity; and transportation and travel policies and practices. These systematic reviews were based on the methods of the inde- pendent Task Force on Community Preventive Services. Exposure variables were classified according to the types of infrastructures/policies present in each study. Measures of physical activity behavior were used to assess effectiveness. Results: Two interventions were effective in promoting physical activity (community-scale and street-scale urban design and land use policies and practices). Additional information about applicability, other effects, and barriers to implementation are provided for these interventions. Evidence is insufficient to assess transportation policy and practices to promote physical activity. Conclusions: Because com- munity- and street-scale urban design and land-use policies and practices met the Community Guide criteria for being effective physical activity interventions, implementing these policies and practices at the community-level should be a priority of public health practitioners and community decision makers.

Urban parks are usually studied as discrete, green public open spaces. Less studied is how parks are geographically distributed from a ‘spatial logic’ point of view, i.e. how they ought to be geographically distributed across the urban landscape. This paper evaluates the degree to which normative principles about park distribution are in evidence from the standpoint of three spatial goals: proximity, diversity and social need. Using Phoenix and Chicago as case studies, it offers an empirical example of how park distribution can be shown to conform (or not) to one or more distributive patterns. Descriptive measures show that Phoenix parks do not conform to any of these three distributional principles, while Chicago parks do somewhat better. In both cities, land uses surrounding parks heavily favour residential uses. In Phoenix, single-family homes are prioritized, making spatial distribution based on proximity, diversity or social need difficult. A strategy for acquiring a better spatial logic, within existing realities and constraints, is suggested.

Urban designers are interested in the environmental qualities of places that make them better for walking, not only as settings for physical activity, but also as sensorial and social settings. Research in walkability lacks qualitative studies that address the microscale analyses of the environment. This paper is an empirical examination of the relationship of the physical, land-use, and social characteristics of the environment at the microscale to people’s behavior and perceptions toward walking. Using the data from surveys and interviews, this research emphasizes the integration of user perceptions and subjective measures to understand the impact of environmental characteristics on walking behavior on Main Streets. Adding to previous research, this study demonstrates the significance of social qualities in supporting walking. The findings expand our understanding of the hierarchy and criteria of walking needs and suggest that, given a safe and comfortable setting, people look for usefulness, sense of belonging and pleasurability as additional and distinct needs to enhance their walking experience.

This paper is drawn from a larger research project exploring young people, leisure activities and alcohol consumption. The study draws on the concept of affordances from environmental psychology as a way of framing the debate of what young people need in neighbourhood parks. Parks are important to this age group since they provide a setting for physical activity, relaxation and social interaction. However, human development at this life stage also includes indulging in experimental and/or deviant behaviour. In the eyes of the young people involved, however, their behaviour is mostly benign, even if/when it causes conflict with other users. Furthermore, they often take particular measures to avoid other age groups (defined in environmental psychology as ‘retreat’) and while often voluntary, it may also be enforced. The research suggests that while the park is the most important place for this age group to socialise outside the home, young people themselves often feel poorly provided for and unwelcome. The fact that they adopt what they find in parks to suit their needs is motivated by interconnecting aspirations, perceptions and needs. Developing a more sophisticated understanding of these issues may lead to more appropriate and satisfactory design for all users.

The Irvine Minnesota Inventory (IMI) was designed to measure environ- mental features that may be associated with physical activity and particularly walking. This study assesses how well the IMI predicts physical activity and walking behavior and develops shortened, validated audit tools. A version of the IMI was used in the Twin Cities Walking Study, a research project measuring how density, street pattern, mixed use, pedestrian infrastructure, and a variety of social and economic factors affect walking. Both bivariate and multivariate analyses were used to assess the predictive value of the IMI. We find that while this inventory provides reliable measurement of urban design features, only some of these features present associations with increased or decreased walking. This article presents two versions of shortened scales—a prudent scale, requiring association with two separate measures of a physical activity or walking behavior, and a moderate scale, requiring association with one measure of physical activity or walking. The shortened scales provide built environment audit instruments that have been tested both for inter- rater reliability and for associations with physical activity and walking. The results are also useful in showing which built environment variables are more reliably associated with walking for travel—characteristics of the sidewalk infrastructure, street crossings and traffic speeds, and land use are more strongly associated with walking for travel, while factors that measure aesthetics are typically less strongly associated with walking for travel.

The present study investigated the effects of public art on visual properties and affective appraisals of landscapes. Undergraduate and graduate students sequentially viewed landscapes with or without public art and rated each one for visual properties and affective appraisals. Study 1 revealed that the presence of public art reduced pleasantness of the natural scene, but did not reduce that of the urban scene. In Study 2 focusing on the urban landscapes, the t-tests showed that public art consistently yielded greater arousal and the visual properties related with arousal level (e.g., complexity), whereas for pleasantness and the visual properties related with pleasantness (e.g., legibility) the scores varied with the public artworks. Adopting the experimental design that systematically combined 4 landscapes with 2 pieces of public art, Study 3 revealed that the affective quality of public art had more influence on the landscapes than the compatibility between public art and the landscapes.

Although many low-income urban areas are highly walkable by conventional measures such as population density or land use mix, chronic diseases related to lack of physical activity are more common among residents of these areas. Disparities in neighborhood conditions may make poor areas less attractive environments for walking, offsetting the advantages of density and land use mix. This study compared poor and nonpoor neighborhoods in New York City, using geographic information systems measures constructed from public data for US census tracts within New York City (N = 2,172) as well as field observation of a matched-pair sample of 76 block faces on commercial streets in poor and nonpoor neighborhoods. Poor census tracts had significantly fewer street trees, landmarked buildings, clean streets, and sidewalk cafes, and higher rates of felony complaints, narcotics arrests, and vehicular crashes. The field observation showed similar results. Improving aesthetic and safety conditions in poor neighborhoods may help reduce disparities in physical activity among urban residents.

The collection of large-scale administrative records in electronic form by many cities provides a new opportunity for the measurement and longitudinal tracking of neighborhood characteristics, but one that will require novel methodologies that convert such data into research-relevant measures. The authors illustrate these challenges by developing measures of “broken windows” from Boston’s constituent relationship management (CRM) system (aka 311 hotline). A 16-month archive of the CRM database contains more than 300,000 address-based requests for city services, many of which reference physical incivilities (e.g., graffiti removal). The authors carry out three ecometric analyses, each building on the previous one. Analysis 1 examines the content of the measure, identifying 28 items that constitute two independent constructs, private neglect and public denigration. Analysis 2 assesses the validity of the measure by using investigator-initiated neighborhood audits to examine the “civic response rate” across neighborhoods. Indicators of civic response were then extracted from the CRM database so that measurement adjustments could be automated. These adjustments were calibrated against measures of litter from the objective audits. Analysis 3 examines the reliability of the composite measure of physical disorder at different spatiotemporal windows, finding that census tracts can be measured at two-month intervals and census block groups at six-month intervals. The final measures are highly detailed, can be tracked longitudinally, and are virtually costless. This framework thus provides an example of how new forms of large-scale administrative data can yield ecometric measurement for urban science while illustrating the methodological challenges that must be addressed.

This study systematically examines the physical context of crime on urban residential blocks. A conceptual framework for understanding the relationship of the objective permanent (defensible space) and transient (territorial markers and incivilities) physical environment and the subjective environment to crime is presented. Forty-eight blocks were selected from three working-class urban neighborhoods. Data were obtained from four sources: a telephone survey of 1081 randomly sampled residents, a 15-month follow-up survey (n = 471), block-level police records of 1190 crime complaints, and the Block Booster Environmental Inventory--a new procedure for objectively measuring physical signs of disorder, territoriality and the built environment of 576 homes on all 48 blocks. Five different indicators of block crime were used: perceived crime and delinquency, reported serious and 'quality-of-life' crimes, and surveyed victimization rate. All data were aggregated to the block level. Although the various measures of crime were not consistently intercorrelated, objective environmental items correlated more strongly and consistently with the crime indicators than did the subjective environment, even after controlling for the demographic profile of the block. Defensible space features of the built environment, demographics and, to a lesser extent, the transient environment (disorder and territoriality) contributed significant variance to a series of regression equations explaining up to 60% of the variance in block crime. Implications for environmental criminology and for community policing and crime prevention are discussed.

By measuring twenty streetscape features and numerous other variables for 588 blocks in New York City, we were able to identify variables that explain pedestrian traffic volumes. We found significant positive correlations between three out of twenty streetscape features with pedestrian counts after controlling for density and other built environmental variables. The significant streetscape features are the proportion of windows on the street, the proportion of active street frontage, and the number of pieces of street furniture. This study provides guidance for streetscape projects that aim to create walkable streets and pedestrian-friendly environments.

This paper draws upon a model of the publicness of publicly owned and managed spaces by means of fuzzy logic modelling. The value of this approach is that it is practical in simplifying and emphasizing both the interdependent nature of the concept of publicness and its complexity. The proposed model aims to effectively evaluate and compare the publicness of public space. The paper highlights different methodologies in understanding this publicness by considering various conceptual approaches at the heart of the debate about public space. In doing so, the paper is organized into four main parts. The first part considers the complex and fuzzy nature of the concept. The second presents the proposed model of publicness based on management, access and user dimensions by analyzing the leading discourse and previous models of publicness. The third part draws upon research methodology and fuzzy logic modelling, and the fourth part explains the findings of the case study in Istanbul.

Research has identified several factors that affect fear of crime in public space. However, the extent to which gender moderates the effectiveness of fear-reducing measures has received little attention. Using data from the Chicago Transit Authority Customer Satisfaction Survey of 2003, this study aims to understand whether train transit security practices and service attributes affect men and women differently. Findings indicate that, while the presence of video cameras has a lower effect on women's feelings of safety compared with men, frequent and on-time service matters more to male passengers. Additionally, experience with safety-related problems affects women significantly more than men. Conclusions discuss the implications of the study for theory and gender-specific policies to improve perceptions of transit safety.

How can the connection between public space and sense of community be evaluated? This paper asserts that, as a starting point, the measurement of the physical dimension of public space must be accomplished. Conceptually, the translation between public space and building sense of community, here defined as "the sense of belongingness, fellowship, 'we-ness,' identity, etc., experienced in the context of a [geographically based] collective" (Buckner, 1988:773),1 is seen as consisting of three interrelated dimensions. This paper describes the first dimension, the physical characteristics of public space, by offering a methodology for measuring public space differentials at the neighborhood level. Analysis of public space will thus be facilitated by a better characterization of the public domain: how does one neighborhood have "more" public space than another, constituting what some might view as a superior public realm? The method offered in this paper utilizes a particular vocabulary designed to measure aspects of the public realm which are seen, theoretically, as contributing to increased resident interaction and sense of community. The method builds on the work of Owens (1993) and Southworth and Owens (1993) to provide a practical measure of the "public realm." The goal is to facilitate the discussion of the use, meaning, and role of public space by delineating, in pragmatic terms, the geographic dimension of public life and how it varies from one neighborhood to the next. The basis of this differentiation are the public space design components embedded in new urbanist theory.

This paper considers the quantitative assessment of ecological settings such as neighborhoods and schools. Available administrative data typically provide useful but limited information on such settings. We demonstrate how more complete information can be reliably obtained from surveys and observational studies. Survey-based assessments are constructed by aggregating over multiple item responses of multiple informants within each setting. Item and rater inconsistency produce uncertainty about the setting being assessed, with definite implications for research design. Observation-based assessments also have a multilevel error structure. The paper describes measures constructed from interviews, direct observations, and videotapes of Chicago neighborhoods and illustrates an “ecometric” analysis—a study of bias and random error in neighborhood assessments. Using the observation data as an illustrative example, we present a three-level hierarchical statistical model that identifies sources of error in aggregating across items within face-blocks and in aggregating across face-blocks to larger geographic units such as census tracts. Convergent and divergent validity are evaluated by studying associations between the observational measures and theoretically related measures obtained from the U.S. Census, and a citywide survey of neighborhood residents.
