Postmodernity and economic globalization incite countries, regions, and cities to compete for investments, consumers, and resources. In aspiring for a new position in this global market, cities utilize new urban practices that lead them to rediscover and reinvent identities and traditions. In Rio de Janeiro, the mythical dimension of the South Zone is inseparably incorporated to its identity. In evaluating the history of the imagery linked to the beaches and the projects for the waterfront, one may observe a social construction of a reality that is marked by a continuous redesigning of symbols but also by a discontinuity in the history of urban interventions. Although tourism and marketing continually praise the waterfront as a fundamental factor in the image of the city, a continuous public management process never really existed. The city managers must understand the beaches, the waterfront, and development along the shoreline as important resources in a continuous process of social construction of a reality that should not only address their images as commodities but should treat them as inseparable from the city's daily public and social lives.

Planning issues for urban waterfront Redevelopment projects are examined in this paper, based upon case studies in New York, London, Boston and Toronto. The research programme was based upon over 100 interviews with key actors in the four cities. The paper is oriented towards practical problems in the implementation of planning. It generally considers the perspective of the redevelopment agency to consider waterfront planning and development techniques. The specific issues which are addressed include changing the waterfront's image, improving accessibility and controlling the quality of the physical environment. An incremental approach to implementation is recommended, with emphasis upon controlling the quality of the public realm and the role of urban design guidelines to guide private development.

Based primarily on an observational study, this paper addresses privately owned and managed public space at the Tjuvholmen waterfront development in Oslo. To date, no other research has been published internationally on external private-public space in a Nordic context. The four factors or processes dealt with are planning and development, design, management and, in particular, use. The main finding is that Tjuvholmen’s public spaces are characterized by ‘tightness’ and reduced publicness. As such, they share key characteristics with private-public spaces described in the literature from the US and the UK, while in some other respects they also deviate from these.

This paper reports on a research study that examined if and how older adults use urban waterfront promenades for physical activity. The research involved case studies of three waterfront promenades in Vancouver, British Columbia. Research methods included field observations and surveys. The findings conclude that older adults use Vancouver's waterfront promenades in significant numbers, overwhelmingly for walking; that more of them walk with others rather than alone; that nearness to home may be a determining factor as to which promenade they use; and that the most important environmental characteristics of promenades may be well-separated walking and biking paths, trees, shade when it's hot, and sun when it's cool.

This paper looks at new, high-profile redevelopment projects in Tokyo and New York City and their surroundings for examples of trends in the design of urban public spaces and changing patterns in how they are used. This includes new parks and other open spaces, landscaped plazas or public squares associated with new office towers, shopping centers and other largescale commercial developments, and various popular “festival sites” such as those along recreation waterfronts. A comparison indicates that both cities have quite a few new public spaces that enhance the quality of urban life and add aesthetic appeal, but that also reflect certain social problems and divisions. We see the following common trends: (1) increasing privatization of spaces that were once more clearly in the public domain; (2) increasing surveillance of public spaces and control of access to them in order to improve security; and (3) increasing use of design themes that employ “theme park” simulations and break connections with local history and geography. In the Tokyo area there is also a curious trend to create large, landscaped open areas near new development projects that few people use. They can be called “planned wastelands” or “new urban deserts”. New York City, on the other hand, has succeeded in having more people come together for enjoyment in parts of the city that were once all but abandoned. This article analyses post-apartheid public spaces through social and spatial practices at the Victoria & Alfred (V&A) Waterfront mall in Cape Town. Our empirical evidence suggests that these public spaces involve much more than just consumption patterns, as they sustain and support novel ways of asserting social identities in a new political situation. These changes are, however, quite complex and fraught with ambivalence. Consequently, we scrutinize how race is staged in that space, and how racial diversity produces various kinds of boundaries. We then argue that these urban practices lead us to an understanding of the precarious balance between private and public spaces. We propose the notion of ‘publicization’ – the process whereby private spaces acquire a more public dimension.

Ghats have come about as a response to religious, spiritual and social needs along the water edges in India and have become places of human congregation. This study is limited to the main ghat area of the waterfront in Ujjain, a historic city and a significant Hindu spiritual center in India. The objective is to identify forces that underpin and threaten this valuable environment and propose strategies that could be implemented to salvage it. Research was conducted through detailed examination of physical aspects of the urban public realm, activity patterns and environmental conditions. Text, data and drawings were systematically collected through various sources. Key concerns are discussed in the light of current thinking on the subject to propose strategies and draw up conclusions for necessary conservation and revitalization to take place.

Four urban public spaces, representing various designs and microclimates, were investigated in Gothenburg, Sweden, in order to estimate how weather and microclimate affect people in urban outdoor environments. The research strategy was both multidisciplinary and interdisciplinary and included scientists from three disciplines: architecture, climatology and psychology. The project is based on common case studies carried out during four seasons, including measurements of meteorological variables, interviews and observations of human activity at each place. Multiple regression analysis of meteorological and behavioural data showed that air temperature, wind speed and clearness index (cloud cover) have a significant influence on people’s assessments of the weather, place perceptions and place-related attendance. The results support the arguments in favour of employing climate sensitive planning in future urban design and planning projects, as the physical component of a place can be designed to influence the site-specific microclimate and consequently people’s place-related attendance, perceptions and emotions.

Through an ethnographic study of a stretch of beach in Rio de Janeiro's Copacabana and Ipanema neighborhoods, the author argues that the public space of the city can act as a sort of public sphere where the politics of everyday class and race interaction can be part of larger scale politics, even in a very divided city like Rio de Janeiro. But Rio's beaches only confer a sort of marginal citizenship on their users. They are not the location of discursive democracy idealized by some social theorists, nor are they the egalitarian classless and color-blind spaces mythologized by the Brazilian elite. Rather, they are the site of an unequal, often confrontational politics of class whereby the legitimacy of the social order is challenged, renegotiated, and ultimately reproduced.

City beaches are produced by spreading sand, deckchairs and umbrellas onto industrial brownfields, parking lots, rights-of-way or other under-utilized open spaces. Where major reinvestment projects are lacking, these informal developments offer great amenity. This approach to placemaking is post-Fordist. It is highly flexible, even mobile. It involves complex, temporary networks of people and resources. It focuses on ‘soft’ content—services, programmes, themes, atmosphere—rather than inflexible built form. This enables rapid innovation. Through four case studies, the paper explores the roles and relationships among diverse actors—city mayors, entrepreneurs, property developers, grass-roots organizations, think-tanks and planners—in the production of city beaches, and identifies what new policies, tools and management approaches they require.

In 2003, for the second year running, the Paris municipality entrusted a young theater designer with the transformation of one stretch of the banks of the Seine River—normally congested with heavy traffic—into an open space evocative of the seaside. Paris in August is therefore Paris by the seaside. The objective of our study is to examine the entire operation, from the moment the political decision was taken by the municipality to the many and varied activities of all those who participated. Through this study, we attempt to highlight the different forms of material and symbolic (re)creation of Paris being undertaken today. We show that in a situation such as this, a reflection on the fieldwork undertaken and the production of ethnographic knowledge is in fact the key factor in the analysis.

In the public-space discourse Los Angeles is usually portrayed as more "anti-city" than city. Its landscape is overrun by houses, "private-public" squares and plazas, theme parks, shopping malls, and so on and lacks inclusive public places. Yet this discourse has essentially disdained to contemplate a major public space that contradicts its general thesis: the Los Angeles coast. The coast is meaningful public place in two specific senses. First, it symbolizes Los Angeles as a whole and therefore provides a basis for regional public identity. Second, Angelinos themselves take the coast seriously as a public place, and they have striven to make it inclusive in prac- tice.

Research on urban walkability does not always make a clear distinction between design features supporting walkability and those leading to a sense of urban liveliness. Walkability, for this article’s purposes, entails the oppor- tunity for continuous movement across some distance and therefore engages both the local and global street networks. Urban liveliness, by contrast, may exist in isolated pockets that provide limited support for physical activity. This case study of a large, urban smart growth development in Atlanta, Georgia, provides an example of a new development with characteristics that suggest a high degree of walkability. However, observational data show pedestrians are clumped on relatively few street segments rather than distributed throughout the site, indicating it is unlikely that the site is hosting much walking between the development and its surrounds. This descriptive case study is intended to contribute to more explicit theory of how environmental design contributes to walking.

The development of downtown public space has been increasingly defined by agreements negotiated between the public and private sectors. In the last decades the majority of downtown public space has occurred in the form of urban plazas, built as integral parts of privately owned office and retail complexes. In this paper we document the private production of public open space in the downtown areas of Los Angeles and San Francisco - two cities that have used distinctively different policy approaches in forming public-private partnerships. We examine how the process of public open space creation is affected by the culture of planning and development, and discuss similarities and differences in the imagery and form of plazas in the two cities. It is found that urban plazas are the reflection of a market-driven urbanism. As such they are quite homoge- neous in their form despite differences in the planning style and development process encountered in the two California cities.

Public squares and open spaces for promenade have been a feature of Continental European cities since the Renaissance. In the seventeenth century purely recreational urban spaces began to be created in Britain and Ireland. The development of Dublin's green spaces, however, was delayed until after the Restoration, which saw the city transformed from a medieval walled city into a large, modern conurbation. Some of Dublin's open spaces were completely lost to development; others were embedded into the fabric of the new city. Green spaces were regularized into geometric shapes and used to entice developers and attract smart residents to new areas. The paper examines the development and metamorphosis of Dublin's ancient public spaces, looking at the activities that took place on these sites and their evolution from utilitarian areas of commonage to fashionable squares for promenade

In the wake of the global recession, publicly funded urban development projects have reshaped Romania’s cities while transforming local governance practices. This study examines an emergent form of urban governance that is driven by the pursuit of EU and government funding and centres on large-scale spatial restructuring. During a time of severe economic decline, this form of local governance has brought about uneven development through a dramatic increase in redundant public works and urban beautification projects that serve neither the public need nor the EU’s development agenda. Seized by political patronage networks through selective and discretionary allocations of EU and public funds, public works projects have become vehicles for the extraction of public funds.

Public markets were once essential parts of the cityscape and they are becoming so again. Markets serve several purposes, social, political, and economic, and so planners interested in multipurpose tools for development will be interested in public markets. Markets can help achieve a variety of goals including place-making, employment, and entrepreneurship. This article focuses on markets as tools of business incubation. Archival data and literature shows how important markets once were to cities. Ethnographically collected data from Chicago's Maxwell Street market illustrates the individual and structural factors that account for businesses created at the market. Rural and urban markets are emerging or being rehabilitated all over the country — this research helps planners understand the history of markets, their multi-disciplinary nature, and the circumstances of people creating businesses at markets.

Despite a burgeoning literature on mobilities in general and cycling in particular as a transport, leisure, and political practice, there remains a lack of research on cycling in pedestrian public spaces. There is, however, a substantial body of literature in relation to skateboarding in public spaces which with few exceptions theorises it as resistant to preexisting dominant design codes and social norms. Using the example of London's South Bank this paper focuses on the urban cycling practices of bike trials and BMX in order to illustrate that these practices are perhaps not as `resistant' as previous accounts have argued. Whilst accounts of skateboarding have tended to draw upon a body ^ architecture dialectics and subcultural theory, using ethnographic methods this paper discusses the practice and reception of display, sociality, and authority inherent in these public performances. In doing so the paper demonstrates that these styles of riding largely perform the social and cultural norms enshrined in the redevelopment of the South Bank. The result is a performed reading of these practices and spaces which sees power as always becoming. In line with this, the paper also questions the logic of current strategies which seek to displace riders and skaters to peripheral `private' skate parks based on an erroneous reading of such practices as always resistant.

The article focuses on public open space (POS) in small Slovenian cities. It highlights the importance of planning and designing high-quality, diverse POSs, which contribute to the quality of life and urban development in cities. POS is seen as a key physical element of a city and is defined as a non-built urban space that is, under equal terms, accessible to all. The article focuses on both green areas and civic space. Results derive from a physical analysis and survey conducted during research for a doctoral dissertation. Ten small Slovenian cities are selected, where detailed physical analysis and surveys were carried out. Designing high-quality POS for everyday activities is highlighted. The results show that the inhabitants most frequently use POS when going about their everyday business. The article highlights the importance of designing various types of POS for urban development of cities.
