Vietnam's "informal public" spaces: Belonging and social distance in post-reform Hồ Chí Minh City

In this paper, I adopt a concept of informal public space from socialist social life as part of the language of postsocialism to explore changing uses of social space by women in contemporary Hồ Chí Minh City. Following Zdravomyslova and Voronkov, I describe the informal public as the space in culture where urbanites are able to demonstrate normality and belonging by participating in neighborhood life. I argue that the use of informal public space has been adapted to meet the new conditions of the post-reform era. Because of this, the informal public is simultaneously a space where urbanites not only can demonstrate belonging but also can mark relative social position by producing or mitigating social distance.

“White Night”: Gentrification, Racial Exclusion, and Perceptions and Participation in the Arts

Art festivals are a feature of many urban districts undergoing gentrification; they help to catalyze change by drawing a set of consumers with particular cultural interests. This article examines whether the arts produce racial exclusions by examining long-term Black and White residents’ participation in and perceptions of the monthly Last Thursday Art Walks in Portland’s gentrifying Alberta Arts District. We use surveys to measure arts participation and follow-up, in-depth interviews to understand whether long-time residents feel excluded by the arts, and if race is a factor. We find that Black residents participate less in Last Thursdays than White residents, and they often feel uncomfortable or unwelcome. We conclude that the arts-anchored symbolic economy results in racial exclusions that have little to do with differences in arts appreciation, but much to do with perceptions of people associated with the arts, and with residents’ abilities to use the arts to identify with neighborhood changes.

Perceiving urban liveability in an emerging migrant city

Gulf cities have witnessed rapid urban growth where new migrant communities from various cultural backgrounds have been evolving over the last two decades. This paper explores perceptions of liveable urban environments in Qatar’s capital city, Doha. An attitude survey of 280 migrant professionals from different cultural backgrounds engaged in the high service sector was conducted. A profile for each cultural group including westerners, middle easterners, Indians and Southeast Asians was developed to analyse the way in which the key liveability factors are perceived. Factors were classified into two overarching categories: urban life and urban spaces. Urban life category included aspects that pertain to traffic and movement experience, residential satisfaction, shopping experience, and satisfaction regarding leisure and service spaces. Urban space category included attractiveness, iconicity and familiarity, which were attitudinally explored in four public open spaces. The inquiry has uncovered a number of concerns related to traffic experience, housing quality, parking spaces, school facilities and shopping opportunities. This may stymie the city’s global attractiveness success on the global stage while warranting the need for addressing liveability as a part of future development plans.

THE ETHIC OF CARE AND WOMEN'S EXPERIENCES OF PUBLIC SPACE

Women's use of public space has been the subject of much recent research. Existing theory in environment-behavior studies is inadequate to explain these findings. This paper proposes the adoption of the feminist theory of the 'ethic of care' to synthesize and explain much existing research on women's experience of public space. The ethic of care is a model of moral development in which the highest moral imperative requires taking care of needs and sustaining relationships. This paper examines how the ethic of care creates constraints for women's use of public space, by encouraging women to put others first and by reinforcing women's primary responsibility for care-giving. The ethic of care constrains women's use of public space through the association of women with low status `caring' occupations, and through actions that extend restrictive caring to women. At the same time, through women's use of public space, the ethic of care generates possibilities for women to give and receive care from others and themselves, and creates possibilities for extending care to encompass public spaces. The ethic of care is explored in detail in light of two areas of environment-behavior research on women and public spaces: preference and fear of crime. In conclusion, the paper advocates the ethic of care as a framework for future activism, design, and scholarship concerning public spaces.

Transmobilities: mobility, harassment, and violence experienced by transgender and gender nonconforming public transit riders in Portland, Oregon

This research endeavors to fill a conceptual gap in the social science literature on gender, public space, and urban mobilities by exploring how transgender and gender nonconforming individuals experience public transit. Although previous research has surveyed gender minorities about harassment and discrimination in a range of environments, little is known about the quality or content of these experiences. Drawing from 25 interviews with transgender and gender nonconforming individuals in Portland, Oregon, this article finds that gender minorities experience frequent harassment while engaging with the public transit system. We articulate the concept of transmobilites to describe the ways that transgender and gender nonconforming individuals experience a form of mobility that is altered, shaped, and informed by a broader cultural system that normalizes violence and harassment towards gender minorities. We conclude that gender minorities have unequal access to safe and accessible public transportation when harassment is widespread, normalized, and when policies prohibiting discrimination remain unenforced on urban public transit.
